Priorities for McHenry County Schools
As Regional Superintendent, I will focus on the core responsibilities of this office: supporting our districts, ensuring compliance with state and federal requirements, and advocating for the resources our schools need. My 32 years of educational experience have prepared me to lead on the issues that matter most to our students, teachers, and families.
Truancy Prevention and Student Engagement
The Challenge: Chronic absenteeism is a growing concern across Illinois. When students miss school, they fall behind academically and lose critical connections to their peers and teachers. Truancy is often a symptom of deeper issues - mental health struggles, family instability, transportation barriers, or lack of engagement with school.
My Approach: The Regional Superintendent's office plays a key role in truancy prevention and intervention. I will work closely with districts to identify students at risk, connect families with community resources and support services, and ensure consistent, effective responses when attendance becomes a concern. Rather than simply punishing families for absences, we need to address root causes and remove barriers that keep students from getting to school. I'll also support districts in creating engaging learning environments where students want to be - because the best truancy prevention is a school where kids feel connected and valued.
What the ROE Can Do: The Regional Office oversees truancy intervention, works with districts on attendance improvement plans, and connects families with resources. While individual districts manage day-to-day attendance, the ROE provides coordination, support, and legal guidance.
Ensuring Health, Life, and Safety Compliance
The Challenge: Schools must meet numerous state requirements for health, safety, and facility standards - from fire safety inspections to health examinations to emergency preparedness plans. These aren't just bureaucratic checkboxes; they're essential protections that keep our students and staff safe. However, navigating the complex web of requirements can be challenging for districts, especially smaller ones with limited administrative capacity.
My Approach: As Regional Superintendent, I will ensure every district understands and meets state health, life, and safety requirements. This means conducting required inspections, providing clear guidance on compliance, and supporting districts in creating safe learning environments. I'll work proactively with districts to identify potential issues before they become problems and connect them with resources to address facility and safety concerns. Student and staff safety must always be the top priority.
What the ROE Can Do: The Regional Office is directly responsible for conducting health, life, and safety inspections of school facilities and ensuring districts comply with state requirements. This is a core statutory duty of the Regional Superintendent and one I take very seriously.
Supporting Teachers Through Professional Development
The Challenge: Teachers are the backbone of our education system, yet they often lack access to high-quality, relevant professional development that actually helps them improve their practice. Generic one-size-fits-all training doesn't meet the diverse needs of today's classrooms. Teachers deserve ongoing support that helps them grow as professionals and better serve their students.
My Approach: As Regional Superintendent, I will work with districts to provide meaningful professional development opportunities that address real classroom challenges. This includes supporting new teachers as they begin their careers, helping experienced teachers refine their skills, and ensuring all educators have access to training on evidence-based instructional practices, classroom management, cultural competency, and meeting the needs of diverse learners. I'll also advocate for professional development that respects teachers' time and expertise rather than treating them as passive recipients of training.
What the ROE Can Do: The Regional Office can coordinate professional development offerings across districts, provide workshops and training directly, and help districts access quality PD resources. The ROE can also facilitate collaboration among teachers across district lines, creating professional learning communities that share best practices.
Teacher Certification and Licensing
The Challenge: Illinois faces an ongoing teacher shortage, and navigating the certification process can be complicated for both new teachers entering the profession and experienced educators seeking additional endorsements. Delays or confusion in the licensure process can prevent qualified teachers from getting into classrooms where students need them.
My Approach: As Regional Superintendent, I will ensure the teacher certification process is handled efficiently and clearly. This means processing applications promptly, providing helpful guidance to candidates, and working to remove unnecessary barriers that prevent qualified individuals from entering or advancing in the teaching profession. I'll also work with local colleges and alternative certification programs to support pathways into teaching and ensure prospective teachers understand the requirements.
What the ROE Can Do: The Regional Office processes teacher license applications, verifies credentials, and issues teaching certificates. This is a direct statutory responsibility of the Regional Superintendent, and efficiency in this process directly impacts districts' ability to hire and retain qualified teachers.
Advocating for Adequate and Sustainable School Funding
The Challenge: McHenry County schools face significant financial pressures. Federal ESSER funds that helped schools recover from the pandemic are expiring, creating budget shortfalls just as districts are dealing with rising costs for everything from special education services to building maintenance. Many districts are being forced to make difficult decisions about staffing, programs, and resources.
My Approach: While the Regional Superintendent doesn't control district budgets, I will be a strong advocate at the state level for adequate, sustainable school funding. I'll work to ensure McHenry County's voice is heard in Springfield when funding decisions are made. I'll also help districts identify alternative funding sources, navigate grant opportunities, and collaborate regionally to maximize resources. Our students deserve schools that aren't forced to choose between hiring teachers and fixing roofs - and I'll fight to ensure they have both.
What the ROE Can Do: The ROE provides technical assistance on budgeting and financial planning, helps districts identify grant opportunities, and advocates for school funding at the state level. While the ROE cannot direct funding to districts, it can amplify their voices and help them navigate financial challenges more effectively.
Supporting Districts in Meeting State and Federal Compliance Requirements
The Challenge: School districts face an ever-growing list of state and federal compliance requirements - from special education mandates to Title IX regulations to curriculum standards. While these requirements serve important purposes, keeping up with changing regulations and ensuring full compliance can be overwhelming, particularly for smaller districts with limited administrative staff.
My Approach: As Regional Superintendent, I will serve as a resource and partner to districts as they navigate complex compliance requirements. This means providing clear, accurate information about what's required, offering guidance on best practices, and helping districts understand how to meet their obligations efficiently. When districts face compliance reviews or investigations - whether from the state or federal government - I'll support them in responding appropriately. My goal is to help districts stay in compliance so they can focus their energy on teaching and learning, not scrambling to respond to compliance issues.
What the ROE Can Do: The Regional Office provides technical assistance to districts on compliance matters, helps interpret state and federal requirements, and serves as a liaison between districts and state education agencies. While the ROE doesn't enforce federal law, it can help districts understand their obligations and navigate compliance processes effectively.
